उदासीनवदासीनो गुणैर्यो न विचाल्यते |

गुणा वर्तन्त इति एवं योऽवतिष्ठति नेङ्गते ॥२३॥

guṇā vartanta iti evaṃ yo'vatiṣṭhati neṅgate ||23||
